Bug description: Talking to mimiron or interacting with XR9-47 does nothing i already abandoned the quest and deleted the cache then redid the quest like 7 times now and still the same thing

The quest worked for me just now, so it was either fixed since then or it's due to some deeper issue. Talking to XR9-47 after collecting all 4 parts gave me credit as normal.

I got to the Lodge by eagle from Krasus and I have not relogged inside the Lodge, which makes the artifact altar inaccessible to me until relog, so maybe completing this quest is some sort of a phasing issue too.
