Bug description: the alliance counterpart he's selling only cruel gladiator's pieces whereas the horde counterpart is selling vindictive gladiator's xmog pieces

Confirmed. The alliance NPC Lieutenant Surtees isn't selling the Vindictive Gladiator (Legion Season 1 & 2) armor sets.

Wowhead link of the NPC shows the proof.
