Either normal or heroic Scholomance is bugged (also no mobs). In the other difficulty you can find the q item (and mobs), I just got it some days ago.
Still you cannot complete this q since the Skystone rod is not dropped by Dargrul afaik (which is another bug).

Duplicate. Both issues about the quest have been mentioned in the post I've linked.
