Bug description: Quest counts as complete but cannot be delivered or abandoned .. it is just stuck / cleared cache, disabled / deleted addons, re-installed the 7.3.5 client, etc... and done all other relevant stuff, and also nothing

I have talked to Sarah in-game, and she advised that she'd talk to Swiftmend about it a 2nd time,

Quest works fine and has been tested multiple times by many and also has been completed by nearly a 1000 players so delete cache and disable all your addons and try to abandon it.If all else fails make a ticket about it to GM and ask him to abandon it for you.
