Bug description:
- First of all, the Guild Herald is not available from all guild vendors; https://www.wow-freakz.com/npc_finder.php?npc=46572&name=goram does not sell it, whereas it should. However, https://www.wow-freakz.com/npc_finder.php?npc=52268&name=riha does sell it.
- Secondly, the guild vendor should provide access to the guild vendor for 5 minutes, on a 4 hour cooldown ( https://www.wowhead.com/item=65364/guild-herald#comments:id=1167955 ). Currently, it provides nothing and has no cooldown.
