So the real problem is the quest Sibling rivalry and not the quest item.

Maybe that item has a bug too, who knows...
But for now, the real reason becouse you can't loot Slag Covered Metal is that you can't complete the quest Mending dences becouse the pre-quest Sibling rivalry is bugged.
