Bug description: Quest cannot be completed. After you speak with Khadgar, nothing happens visually. You are told to optionally take the portal to Karazhan, but from there you can't complete it. No credit given when entering Karazhan.

Fixed.
The problem was the quest's POI not the quest itself.

You'll have to delete your cache folder after a server restart.
