[FIXED] The Emperor's Capacitor stacks

Bug description: Stacks keep randomly resetting while in raid group. It was hard to reproduce it consistently. It can be done by being in a raid group with several classes. It works in parties for M+ but never worked in Antorus. Any random ability I use will eventually break the stack, making it impossible to get to 20 most of the time.

Sometimes, if you see this happening and relog it goes away for some time but always reappears so relogging is not a solution

Managed to replicate it. I believe it's because of Chi wave but it's very random.
