Bug description: After following Tyrande Whisperwind in front of Elothir, she disappears and I can't submit my finished quest to her. I did abandoned the quest and re-acquire it again. She keeps disappearing again and again.

I can confirm this, doing the quest myself, and when you supose to turn in the quest, she vanish, there's only lorathil with whom you can't do anything

Works for me.

Try unstucking on site and see if that fixes it.
Let me know.
Also try retaking the quest from Starsong Refuge.

i tried retaking the quest several times.i also unstucked my character twice,i deleted Cache and WTF files and i relogged many many times ... i still dont see her. meanwhile other players come and talk to her and continue their questline .

I have the same problem.

Tried to unstuck, retake the quest, disable addons, clear cache... nothing works.

I found solution try if its works for you.. I was wondering why that NPC has buged cuz on other char it works perfectly.. So i went searching and found NPC in "SHALA'NIR" (Part of map) in house and she had some u could say Side quest after taking it and complete (Just turn in), i completed both "Into the Nightmare" and "All Nightmare Long" Story Line, and after that i found NPC for "Bradensbrook" same as regular it should be.. Let me know if this helped u..

You already did this quest before 7.3 launch when there was a bug. Abandon the quest and take it again from the queststarter, it will get autocompleted.
You are already advanced in the questline, please use this guide https://wow.gamepedia.com/Val%27sharah_storyline and check where you left the questline by running this macro:

Replace the number "00000" with the Quest ID number of the quest you are trying to verify if you have completed it or not and enter it into the chat window like a macro command.
