Bug description: I have the class hall upgrade for bonus seal of broken fate but since the patch upgrade i cant use (talk with ) the NPC, tryed to change the class hall upgrade and put it back to [One with destiny] and its still "glitched".

The issue regarding this order advancement has been already reported here.

Also, it could be that you can't place the work order for the seals because you have already reached the cap for Seal of Broken Fate.
