[Demon Hunter][Havoc] T21 4P

Bug description: The T21 4P for demon hunter is not working properly, after eye beam finishes casting, im able to use 2 chaos strikes without the 25% haste. There seems to be a global cooldown issue or something because the haste stat is received perfectly if i look at my character stats, but it doesen't matter when i stop casting eye beam even if i let it channel fully, im still able to cast 2 almost 3 chaos strikes without bonus 25% haste global cooldown.

You can see in the video above that i reproduce the issue twice in a row, the first time only the first chaos strike is casted without 25% haste after channeling eye beam and the second time i channel eyebeam im able to cast 2, almost 3 chaos strikes without the 25% global cooldown haste.

Note: This issue does not have 100% repro rate but it's sure annoying as hell when it happens.

Confirmed. It seems that sometimes your first 2-3 Chaos Strikes /Annihilations don't get affected by the haste increase from the 4P.
