Bug description:
I need to find Elothir in Thas' Talah, but when I get there he is gone, I have already looked for possible other places he may be, but without success.

I already deleted the cache, uninstalled and installed the game again and the problem continues.

Try unstucking on site with option ,,remove from party".
I also sugest partying up with a friend or a guildie in order to try and get in another phase.
Also you can try abandoning all of the quests except this one.
