[FIXED] [Quest] [Highmountain] An Audience with Torok not working

Bug description: An Audience with Torok doesn't work anymore. I took the quest, but the NPC didn't follow me at all. I went to the finish point, but still not working. I've used relogs, abondons, delete cache, unstunck, but nothing. The point is I know exactly how it should work, but it doesn't. I really need it to be fixed, so I can finish the story and get the achievement which is required for unlocking the new race!
Proof: https://imgur.com/YILEhQH Here you'll be able to see the fact this quest cannot be completed. At that point the npc should've had a yellow question mark above its head.

I tried it a few times on PTR aswell , the NPC doesn't walk down and even if you do it manually and walk down to where he is supposed to be he doesn't give you credit that you reached him and that you are requesting an " audiance " with him.
