[Val'Sharah] Archdruid of Lore - Death to the Witchmother - Solid as a Rock

Bug description:

I created the previous post to show the problem,
So ADM asked me to create a Ticket in the game, I created it and was answered quickly, (thank you very much) but unfortunately my problem was not solved,


I'm looking for the [That's Val'sharah Folks!] Achievement and I've already completed 6/7 of the achievements that are:

- The Nightmare Lord (Archdruid of the Vale)
- The Fate of Val'sharah (All Nightmare Long)
- Lieutenant of the Tower (Black Rook Hold)
- Entangled Dreams (Archdruid of the Claw)
- The Demon's Trail (Into the Nightmare)
- Jarod's Mission (Bradensbrook)


missing only this quest sequence:

(Archdruid of Lore)
which consists of completing 3 quests which are:
- Archdruid of Lore (Completed with GM help)
- Solid as a Rock
- Death to the Witchmother (given by GM but not completed because the NPC Elothir does not appear to me.)

The problem consists of the following, I need to get this quest sequence with the NPC: Elothir in Thas'talah, but he is not there, I have already followed the steps to clear the cache, I have unstuck the site, I have even reinstalled the game, but the problem persists.
I created a Ticket, and a GM helped me with the quest: Archdruid of Lore, thinking that the problem had resolved, but no, the NPC: Elothir still doesn't show up for me, so continue the conversation with the GM and he handed me the following quest: Death to the Witchmother - thinking that this would solve the problem, but the problem is the NPC is not where it should be, so I can’t pick up or deliver the quest, and this bug is happening only with my account, because others people I talked to managed to complete them normally ...
The problem is that the GM possibly did not understand the real problem, and thought that I didn’t know I had two more quests to complete in order to get the archive, just how am I going to get the quests if the NPC isn’t there?
So they canceled my Ticket without finishing helping me, and I don't want to keep creating Tickets without getting help.
I just wanted to help me with this problem so I could continue the story, and get the flight on broken islands.
Honestly I am very discouraged to continue playing.
