It's possible you haven't done all of the pre-requisite quests for you to be able to get this one.

Look through the Storyline list on the wowhead link and see if you remember doing any of the previous quests.
Alternatively, use /script print(IsQuestFlaggedCompleted(0000)) to check how far you've gotten. Just replace the zeros with the quest ID and type it in chat. You'll get a true/false reply depending if you've done the quest or not.

The quest is working fine, what I suggested is for you to go through the list of quests and see if maybe you've missed one with the script.

"Making Preparations" is the 40th quest of the series so you have to figure out how far you've gotten and from where to get the next quest if you have no other campaign quests in the log.
