[Antorus] [Eonar] Surge of life after effect movement speed

Bug description: When you use the surge of life's dive down ability or in general when you switch platform via the trampolines, you do not get the 15% increased movement speed. This thing is really hard to notice on retail as no one pays attention to it. But I will provide link to 2 videos(there are more) in which you can see that they have some sort of ''fast feet'' buff which has 3 stacks but falls doown when player moves.

In this video at 0:52 you can see that as soon as he used the dive down, he got a speed increase buff inplace of the surge of life.

(0:39, top corner first ability on 2nd row) Here's a link from another difficulty to show that this speed increase buff should be on every difficulty.

I know it's not as important but when you are on a higher difficulty and struggling to get to the healers asap, this 15% increase can be a big deal.
