Bug description: Xuen does not talk to you, so can not complete the quest. Did clear cache, relog-ed, unstuck already. Not sure if this gets us stuck with getting into the Valley of Eternal Blossoms or not. Going to check!

P.S. Checked the Valley. Can enter into it without the quest chain, too. This lowers the importance of the quest, but yeah....would be nice to see it fixed some day!
