I was able to kill athissa thanks to a friend because the npc did not appear to me.
but at the time of delivering the mission there is no npc

Please try to abandon the quest, delete your cache folder and do the quest again.
Just checked the quest, didn't have any issues with it, couldn't reproduce this issue.
