[Druid][Balance] Falling Star(artefact trait) vs Stellar Empowerment PVP

Bug description: The artifact trait-Falling Star doesn't affect Stellar Empowerment in instanced PVP.Starfall has 50% PVP modifier,BUT it is towards direct damage has NOTHING to do with Stellar Empowerment.In PVE damage increase is 90% and works fine,in PVP is 68% but is 28% in reality.
Proof:

FIRST VIDEO showing tooltip of stellar empowerment dropping from 68% to 28%,losing exactly the 40% from the artifact trait.

Clearly shows that damage increase is arround 30%,corresponing with the tooltip

Confirmed, the trait bonus is missing when in instanced pvp, note that this issue could and is very likely because of the same "thing" that causes the general mastery loss.
