Without Artifact Weapon:

That means something in artifact which affects critical strike damage is not working correctly. That trait is Elemental Destabilization.
Quick math check:
35.71%*2.8/2.5=40% (*2.8 - 6 points in trait; /2.5 - 0 points/not working trait)
It applies to both lightning bolt and chain lightning.
