Bug description: I can't end this quest, Velen npc is bugged on Macree Vindicaar. Can't end this on my 2 characters. I'm clicing and nothing happens on npc dialog window.

Please try to disable all your addons and then try again as it could be that one of your addons is preventing you from completing the quest.
