[Mage][Arcane] Aluneth missing its hidden effects

Bug description: The Arcane mage artifact weapon, Aluneth, is supposed to have two hidden effects:

The staff is supposed to be able to absorb power from nearby magical sources, which in turn gives the player a 2% Arcane damage increase buff in the Broken Isles. This buff is supposed to be useable in dungeons as well.

The staff is supposed to speak to the player. (Much like the Shadow priest artifact weapon Xal'atath)

Dear player,

I have found 1 source that the buff should be usuable in dungeons. could you provide more proof that it is supposed to work in dungeons?
i can confirm that the staff is not talking to the player.
