i actually have a different error code 5 i can't seem to use the launch the launcher because of this pop-up

Did you try run as administrator?

You need to remove readonly from data folder, read here https://www.wow-freakz.com/legion_download

Running launcher as admin.
note: starts ok on firs launch/primary user but on second launch on second user(dual system) it get this error.

Usually means it's not running as admin or is missing permissions to run WoW.
