Hello.

Did you try deleting the cache folder and retaking the quest ?

Yes true, the garrison has many problems, including that one quest doesn't let you move forward properly, i managed to speak to the goblin so i could build my garrison, and managed to upgrade it to level 2 , but for level 3, you need level 100 and a quest, and the goblin doesn't give it to you ( https://www.wowhead.com/quest=36614/my-very-own-fortress ).
also the command table does not work, we try to start a mission and it doesn't start.

Just tried, deleted the folder and retook the quest and the result remains the same - thrall and the other NPCs disappear and cant turn it in
