This topic was closed but the quest is indeed bugged. It works sometimes when you click a bubble. I get about 1/10 I click to work and it seems to be a LoS vmaps issue. Some bubbles are somewhat below ground so it's impossible to click at the level the NPC is at and if you can get exactly the same level as the NPC you're clicking and right next to them it might work. It's very unpredictable and hard to do. It's also much harder since the quest that is supposed to give you underwater breathing doesn't work. You spend a ridiculous amount of time swimming to the surface to prevent drowning and returning to click where you don't get credit most of the time.
