artifact quest line bugged after full pve character

i bought a full pve character for a level 1 character and it got boosted to 110 and it received the artifacts in the mail but now i'm stuck with the quest https://www.wow-freakz.com/quest_helper.php?quest=42128 , i can collect everything but the npc is missing, and if i drop the quest it just reappears by itself after a while..
i'm also not sure if it's gonna mess with my ability to finish all of my class hall quests? character name is Zuluhed

It won't mess up anything related to your questlines, you can progress them as usual.
Can you provide proof of the ending NPC for the quest missing?

Good night. I returned to play after a long time, but soon entering the WOW, my Scythe of Elune does not evolve anymore, stopped at level 33, my traits are full and missing up, but Goldrinn´s Fury is stuck. I have Artifact power of about 40 Billions, but everything is locked does not move. What should I do? Just remembering that when I entered I did all the Dalaran quests from NPC Khadgar asked.

Please make a seperate report and follow the template for creating one.

i know for a fact he's supposed to be in that room since i already did the same quest line on another warlock like a week ago and it worked.
i think it has something to do with the fact i accepted the quest in the dalaran sewers but right after i accepted the quest i had a ui reload with the scenario being completed by itself and the phase where i took the quest ended, the npc is now standing in my class order hall
