Bug description: During the scenario, Arluin and Thalyssra are nowhere to be found. They should be with the player throughout the whole thing. During the final stage "Weathering the Storm", Arluin and Thalyssra should say their lines about activating the manastorm manually. After the manastorm animation starts to play, there should be nightborne soldiers that will spawn in waves but no one showed up. After waiting for several minutes and numerous reattempts, the problem still persists.

Please abandon the quest, then delete your cache folder and log back in. After that pick the quest up again and that should help as the quest was set to be autocompleted, which you can also check here.
