Bug description: he join arena skirmish, after that open something such as bag to get free flask, AP, and more item, he does it continuously.

It's most likely that, as the comment above stated, he was opening Skyhold Chests. However, if you want to report a player, this is the wrong place for it. Make sure that if you're reporting bug abusing, you're sure in what you're reporting and you bring proper proof to it.
