The dropchance of the questitem Bear Fur is 15%, meaning it won't drop from every bear. Keep farming and you will gather the needed quest items.

after hour of killing bear i don't drop any...2 h of killing and i get ONE that mean is working i close ticket

Yes, the quest is working it's just that the drop comes down to rng.
