[Druid][Resto] Mastery gets occasionally disabled in BG/PVP

Bug description: Direct heals , like regrowth swiftmend and healing touch are very likely to ignore hots on the target and not get its heal increased by +XY% mastery depending on the number of hots on target

I used 10 swiftmends for exammple in that bg and only 2 benefited from mastery resulting in 700k and 1m noncrits.

Another update, and new observations, something(cant seem to find what) will trigger and disable and even REVERT the mastery in BGs. Its very easy to replicate if the "trigger mechanic" is present. Example is , i heal a target with serveral debuffs, one of it disables and reverts mastery, and hots even on me and my every target too get insantly reduced by the exact amount that equals my mastery % which is 18% , and from that point any new casts of Rejuvenation stop benefiting from mastery until another trigger which reverts it back, and this i found out what was, either its solely Shapeshifting into any form or gaining https://www.wow-freakz.com/spells.php?spell=186372&&name=mark-of-shifting once triggering it suddenly all my active hots on all targets get increased healing as it should be.

im writing describing whats happenning and whats wrong in chat window within game, halfway in video i got attacked by a bunch of hordes , but later on at 2:50 you can see that my mastery disables and reverts a second time within 4 min period ,HOTs power decreases to 40-43k until i switched into travel form when it instantly upped to 76k ticks. And since there was zero external trigger to it i suspect that either moment of clarity proc bugs the mastery or using 1 charge of moment of clarity " https://www.wow-freakz.com/spells.php?spell=155577&&name=moment-of-clarity " because right after omen of clarity procced and i casted regrowth within seconds power of my hots dropped and mastery was disabled as healing touch healed also only the base amount and -18% equaling my mastery amount. i tried myself to replicate it in another bg but i couldnt trigger it. its realy frustrating but i cant prove it any better that indeed it exists and it occurs and it occurs sometimes very often and in other bgs not at all

Update : this talent https://www.wow-freakz.com/spells.php?spell=155577&&&&name=moment-of-clarity has nothing to do with triggering the bug , i played one bg without it and my mastery still got disabled-reverted.
