Bug description: Heal Emmigosa (the little dragon in azurewing post, its dead and can't be healed, once you target it with heal it dissapears) This blocks the rest of the story to be continued.

Surely enough, Emmigosa is dead and the quest item can not be used on her, I could not confirm the disappearing part but while being able to heal (and complete) all other dragons, there was no luck with Emmigosa

Proof (Quest item being cast without animation, unable to target Emmigosa or any other mob other than the marked 3 dragons)
