Uldum digsites (Tol'Vir) are currently bugged, they will never spawn even with max Archaeology. I've seen a report about this a few months ago but can't seem to find it anymore. If you need Tol'vir fragments, you can purchase them from Brann Bronzebeard.

The issue in Uldum was already reported here. If you have other issues, please feel free to open a new report.
