[Paladin][Retribution][Honor talent] Divine Punisher

Bug description: If you are hitting the same target with your judgment honor talent Divine Punisher gives you 3 holy power every judgment starting form 2nd (2,3,4,5,6). It should gives 3 holy power every 2nd judgment (2,4,6,8) even if you are hitting the same target.

Proof: Its hard to find prooving videos on youtube because on retail almost noone were played with this talent (on freakz divine punisher with this bug and with crusade is op) so i hope ppl who were played on retail can confirm this below.

Ye it should work like this:

1st Judgment = no HP
2nd Judgment on same target=3 HP
3rd Judgment on same target = no HP
4th Judgment on same target=3 HP etc

And this is how it used to work here too pre release but probably somewhere down the line with changes it got broken. Confirmed. Trello Card.
