Bug Report - Quest- [Cry Thunder!] | Valarjar Storyline

My brother continues to have issues with the Valarjar Storyline quest [Cry Thunder!]. Vethir does not spawn to continue the quest.

1.) I noticed other players were flying away with Vethir, so:
2.) I asked my brother to abandon and retake the quest. No luck.
3.) Take the quest, relog, see if he appears.
4.) Abandon, relog, take the quest again.
5.) Abandon, close game, clear cache, unstuck, relog. Take the quest.

All with no luck. Vethir simply does not spawn. I completed it, I saw others doing it, but my brother [Account: Dustinit] cannot.

Advice? Thanks! (I did see the other post about this issue but it does not indicate that the problem has been resolved.)

Hello.

Try checking the npc again after a server restart this should fix this issue.
