Bug description: I know this was reported before and marked as [FIXED] but the bug is still happening to me and others. Vethir, who you are supposed to ride for the "Cry Thunder!" quest, is missing. I tried deleting cache but it didn't fix it.

This particular issue wasn't fixed. It was reported a few months ago and confirmed to be bugged. However, reports on forum now are only for the BFA PTR.
