I think i know whats causing the problem. Currently, the quest for legion is not working. the duel part is not working. So if we take that legion quest, we are instanced to that quest. it changes docks and everything around. So the bfa quest is not visible and we cant complete it. if we abandon the quest, its still bugged. so there is no way to complete it. When i logged with my alternative character, i didnt take the legion questline and the bfa npc was indeed visible again. Please fix this. i think if you fix duel part that it will fix everything. Thank you

I can confirm that the Legion intro causes issues / phasing with the NPC so you can't complete Hour of Reckoning. However, the quest To be Prepeared was already reported here and is marked as important, meaning that we're also aware of the issue and that it has a priority. So please be patient untill it gets fixed.
