There is an invasion going on. Would that make the NPC not visible? If so this should be stated somewhere. I saw there were two conditions which I have previously fulfilled at Nestingway's camp in High Mountain.

Yes, an invasion often phases NPC's. Check after the Invasion is done. Otherwise, please make bug reports only if it's related to BFA PTR.
