Personally, I did this quest today, Samuel was right in the place you took the picture. Found & killed.

This morning i spent around 1 hour here. Went out went back in. retake quest , relog everything. and its not just me. Even at this hour there is 10 ppl inthe room waiting for Samuel to spawn. This quest has been linked at the global chat every 5 min today.
I did this on PTR the quest worked perfectly. But now idk whats happening. My best guess is that too many ppl trying to the quest and this causing problem.

Sam has been standing like this for a few hours. He just stands there, doing nothing. This npc https://www.wow-freakz.com/npc_finder.php?npc=134999&&name=brother-halsey that should be converting him(?), doesn't spawn.
There were no problems doing this quest on the ptr, but it might have to do with there constantly being ~10 players running around, as there was nobody around on the ptr.

It worked for me... I just logged in ~3:40am (low player numbers) and I managed it for my 3rd or 4th try.

Dar faceti ceva cu acest quest [From the Maw of Madness] sau punetil pe autocomplit ca stam ca prostii ca vitelul la poarta noua. Stau de 2 zile la quest si astept sa faceti ceva si partea mai rea e ca stau mai multi. Inteleg sa nu mearga questurile neimportante dar astea de questline ar trebui sa aiba prioritate.
