Bug description: The rank 1 inscription technique for the Contract: 7th Legion item is not in the game's database, meaning you cannot learn it at the trainer and cannot make it.

The contract with 7th Legion was added in patch 8.1, and as you know, currently all content is locked to patch 8.0, so it is not a bug.
