Bug description: Spell doesn't work as intended. When using Chaos Bolt while you have Havoc on a target, you should fire 2 Chaos Bolt, one at the target with Havoc on it and the other at the target selected. But instead, you fire just 1 Chaos Bolt.

My assumption is since you have your Warmode (ON) that you are using Focused Chaos, which is the reason your Havoc is not doing its magic. It works fine in my case, ever since launch. https://youtube.com/watch?v=bwJH5nDARUg:
