He respawns when you abandon the quest and retake it. He disappears because other people are also finishing the quest (still not how it should work, but at least you can continue with the quest.)

Also, to complete the second part of the quest, you have to kill the ambush when standing near Angus. If you're not near him, you don't get credit for the quest.
