What patch is it right now 8.3.0 or 8.1.0 ?
Cant find info about it

The latest patch available - 8.3.7 (35662) but with content lock, meaning you can experience progressive content, starting with 8.0 season. More info here.

Cuz i was wondering about dps scalling, it doesnt look like 8,3.7 because some classes that should be in Top tier now is at the bottom of dps.

Whatever you might have found take into consideration that stats/gear/etc were 8.3.7 specific features. Here currently you have the gear/stats of 8.0.1. Additional class fixes will also take place in due time since there are some issues posted and surely more will come in time.
