Bug description:
Boss that needs to be slain cannot be killed.
Missing NPC/really slow respawn/broken

Proof: Been standing here for an hour, people are coming and going, nobody can do it.

UPDATE: After almost 2 hours of wait time few of us actually managed to kill it. i dont know how. perhaps slow mob spawn.
