How do you get The Wolf's Offensive quest to go to Nazjatar?

In my log I see the following: "Complete the quests "The Wolf's Offensive" and "Send the Fleet" to journey to Nazjatar.
But I can't seem to find the right prerequisits for unlocking these quests to go to Nazjatar.
What I did found online was that you have to be level 120 (check) en be friendly with the 3 factions on the island (check), but I'm probably missing some things.
I hope someone can help me.

Currently all content is locked to patch 8.0, Nazjatar is in patch 8.2. so... You cant get the quest atm.
