[Item] Flight Master's Whistle Cooldown Reset

Bug description:

Today I experienced the bug that sometimes the Cooldown of the Flight Master's Whistle gets resetted after the cooldown should be finished. As you can see in the video on my Action Bar that the Cooldown is in the beginning of the video on 17 seconds. After the Cooldown finishes the Whistle gets a reset back to 5 Minutes and I am not able to use it. I tried to reproduce it but I am not sure how I was able to do it. In my personal opinion I believe it is a phasing Issue because it happend to me aswell when I used the flight master to fly somewhere else. For a Side note I have instant flying unlocked.

The Bug was recorded this morning before the server crashes and rollbacks.

I did further testing and managed to test it with someone who does not have instant fly paths and it happens for him aswell so the instant fly is not causing the whistle to reset. Could be some phasing problem in the open World.

The whistle on the bottom right just resets the cooldown up to 5 min again.
