[REJECTED] Switching Loa's in Zuldazar Broken

Bug description: While trying to switch Loa's in Zuldazar, noticed the NPC Chronicler Ash'tari (https://www.wow-freakz.com/npc_finder.php?npc=137510&name=chronicler-ash-tari) has the proper dialogue but it does not do anything.
Did a check on trello but didnt find anything about it.

I honestly didn't figure in which section to post this, since it's not really achievement related, even though it is part of an achievement, but a gameplay option...idk...

It is disabled because it isn't part of this patch, when we release 8.1 content this NPC will work.

You can see here it is 8.1 content and we are currently on 8.0 content.Rejected.
