Bug description: Lava Surge proc sometimes doesn't reset the cooldown of Lava Burst if it happens during a cast of Lava Burst.
Proof:
It sometimes reset after 1-2 seconds or even before I finish the cast so I the next gcd I have the instant cast: https://streamable.com/i6sk47

I'm playing elemental shaman, I've also noticed this, but haven't got proof. Yea, during Lava burst hard cast, if Lava surge pops, next Lava should go instant, instead, the Lava surge proc runs out and instant cast isn't available nor the CD is reset.
