Bug description: I can no longer upgrade the town hall of my garrison even when the necessary resources are available.

Hello,
WoD content is not fully scripted, your best bet to level up through it would be doing bonus objectives until you're able to start the legion content.

As previous comment suggested, please focus on leveling by doing Bonus Objectives around Draenor. WoD Garrisons and quests still needs to be scripted.
