Character name: Merrlia
Bug description: Captain Fareeya isn't spawned if you want to complete "Intercepting the Legion's Plans" quest. I also abandoned the quest in hope that I would see her again. It didn't happen.

I do both steps as you. Dismissed finsihed quest hoping NPX will spawn, but not.Hope that devs will solve this bug.
