Bug description: Not enough active mobs to complete scenario

The dark iron highway portion fails due to lack of active mobs to complete. Was only able to get to 71% both times I tried it. Some mobs are orange and can't be targeted.

I could not reproduce the issue. Worked fine for me, quest has also been completed by 87 players. Please try again.
